hypeWIRED can actually read these posts he apparently knows nothing about? Amazing! Looks like he's the one who should stay far away from questions like this. For the record...
1) Lib is right, there aren't any really good cards below $50. The bare-minimum cards are around that price, since the Radeon HD 5450 and below are too slow for most games.
2) The GeForce 8400GS is utter crap for gaming, a complete waste of money. Nice waste of a link.

3) All of the cards I linked actually run on a 300W power supply. ATI's published recommendations for the 4650 are way off, as testing labs have confirmed time and again.
******
Probably the GeForce GT220.... But $50 cards like the Radeon HD 4650 and Geforce GT220 are much slower than $65-$70 cards like the Radeon HD 5570 and GeForce GT 440. Spending $15 more makes a big difference at that level.
All of those cards are fine with your power supply, the GT 440 is fastest card which runs on just 300W. The Radeon HD 5670 is better, but requires a 350-400W power supply to run safely.

Check the specs to ensure it is suitable for your system.|||you best bet is to check tiger direct .com great info. and lots of of cards to for 50 dollars and a great site for all pc needs|||You really can't get a good video card that runs on 300 watts or less for $50|||If $50 is your budget on a new gpu... go with this and even save some money... anymore more wouldn't be worth it. Plus one of the few what I would call... semi-decent according to cost that runs on only 300W minimum.

Note to rest:
The person below me... that says "You can't get a good graphics card that runs on less than 300 watts for $50".... you belong far away from questions like this. And we also have a guy who links a motherboard.. yahoo answers can be a sad sad place.
And C-Man links a gpu with 600MHz core clock... and this guy is asking for a card that has a minimum requirement of 300 watts... people are trying to answer a question that's irrelevant to whatever their brain is trying to type into Google.
